Job Description:
Centennial is seeking a skilled and motivated Senior Business Analyst to join our dynamic team. The ideal candidate will be responsible for translating business needs into actionable solutions, supporting data governance, process optimization, and policy implementation for large-scale federal programs. The Business Analyst will work collaboratively with stakeholders, technical teams, and management to ensure compliance, efficiency, and alignment with organizational and federal standards.
Responsibilities:
- Oversee and support the data submission process ensuring compliance with DATA Act requirements and alignment with the Governmentwide Spending Data Model (GSDM).
- Conduct in-depth rejected aging analysis of financial assistance data, identify root causes of rejections and work with stakeholders to resolve data quality issues.
- Ensure all financial assistance data submissions to USAspending.gov meet applicable data privacy and data security requirements.
- Interpret and apply DATA Act technical guidance, OMB directives, and Treasury validation rules to all data reporting activities.
- Develop comprehensive dashboard requirements including requirements elicitation, analysis, verification, tracking/tracing, validation, documentation, and stakeholder communication.
- Monitor FABS validation results and ensure all necessary corrections or enhancements are made prior to public release on USAspending.gov.
- Gather and analyze requirements from diverse sources such as HHS awarding agencies, award recipients, HHS leadership, and legislative/executive data calls to inform dashboard development.
- Support enhancement efforts for existing dashboards by refining requirements and ensuring alignment with evolving business needs and reporting obligations.
- Facilitate and participate in meetings with OG leadership and HHS OpDivs to present findings, address feedback, and support stakeholder inquiries related to data quality and reporting.
- Advise on opportunities for new dashboard creation and provide actionable data insights to HHS partners and stakeholders to support strategic decision-making.
- Review and contribute to narratives, reports, and dashboards to ensure accuracy, clarity, and alignment with analytical findings.
- Identify root causes of poor award descriptions through data analysis and stakeholder engagement; propose actionable solutions to OG leadership to support business process reengineering and continuous improvement efforts.
Skills Required:
- Bachelor’s degree in Business Administration, Information Systems, Data Analytics, or a related field.
- 7+ years of experience in business analysis, preferably within federal financial assistance or grants management.
- Expertise in using analytics tools like Tableau, OBIEE or similar platforms.
- Strong understanding of DATA Act requirements, FABS reporting, TAGGS, and USAspending.gov processes.
- Familiarity with data validation, security, privacy standards, and the Governmentwide Spending Data Model (GSDM).
- Excellent written and verbal communication skills with the ability to interface effectively across diverse stakeholder groups.
Preferred Qualifications
- Experience working with HHS or similar organizations.
