Centennial Technologies seeks a proposal manager to lead proposal development and support federal customers. This role requires a strong understanding of effectively developing, managing, and writing winning Federal Government proposals using industry best practices.
Responsibilities include but not limited to:
- Provides oversight of proposal staff and writing teams and manages and incorporates teammate/subcontractor contributions.
- Participates in formulating and reviewing proposal win strategies/themes, discriminator development, and graphics development.
- Write and edit proposal content.
- Support graphic development for small- to large-scale strategic proposals to primarily Federal government agencies, both independently and as part of a proposal team.
- Researches and gathers data for proposal section re-use.
- Assists with appropriate use of graphics and other communication techniques.
- Assists Capture Managers with the development of achievable schedules.
- Manages compliance, quality, and the timely submission of the proposals by managing and controlling all proposal activities against the proposal schedule and the RFP’s requirements.
- Supports the development of and maintenance of a proposal resource library.
- Assist and facilitate technical approach/management approach storyboarding and writing processes, ensuring a solution coincides with win themes and business development/capture research.
- Perform detailed analysis of the proposal requirements, contributing to and understanding the high-level proposal strategy while mapping and tracking compliance.
- Create proposal-related documents such as compliance matrixes, win themes, proposal outlines, schedules, proposal-related questions to the government, storyboards, color review documents, final proposal documents, and oral presentation materials.
- Manage team members, issue data calls, and track and manage deliverables from a diverse internal technical and management personnel team.
- Develop and implement structured, repeatable proposal processes tailored to unique requirements and circumstances.
- Understand the Government source selection process (i.e., FAR, DFAR, and procurement/contracting procedures).
- Support cost-price volume development.
- Manage quick turn-around task order responses for existing IDIQ/BPA contracts.
Qualifications
The ideal candidate will possess the following qualifications and skills:
- Five or more years of relevant experience in Federal proposal coordination, management, and writing.
- Highly detail-oriented with excellent organizational and management skills.
- Ability to manage multiple priorities and multi-task in a dynamic work environment.
- Demonstrated experience supporting, managing, and developing proposal volumes (technical, solution, cost, and others).
- Demonstrated experience developing and applying proposal management tools including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others.
- Demonstrated experience applying the rigor of formal proposal processes in developing proposals.
- Possess strong time management and prioritization skills.
- Strong English language skills, excellent attention to detail, and good judgment in decision-making.
- Experience with developing oral presentations.
- Ability to perform comprehensive and unbiased compliance reviews.
- Bachelor’s degree in applicable field (English, writing, communications, business, etc.)
- Interest in and an ability to understand basic technology and process concepts.
- Proficiency in using MS Office Suite (Word, Excel, and PowerPoint) and Adobe.
- Must be able to come to our Leesburg, VA office twice a week
