Overview of the Effort:
To strengthen payment integrity and reduce Fraud, Waste, and Abuse (FWA), Centennial developed a Payment Integrity Platform. The platform was built using Human-Centered Design (HCD) principles and designed to integrate seamlessly with both internal and external federal financial systems. It Provided secure, scalable access to participants across state, local, and institutional levels, ensuring transparency, accountability, and compliance in the management of grant and loan disbursements.
Challenges:
The agency managed an enormous transaction volume across a broad ecosystem, involving 800+ state and local entities and 11,000 institutions serving more than 240 million citizens. The environment spans 16PB of transaction data, 29PB of analytics data, and 128PB of unstructured data comprising 800 billion records. The complexity of integration with seven major systems, including financial, grants, and loan management platforms, as well as external systems like SAM.gov, Payment.gov, and the Federal Audit Clearinghouse, demanded robust data governance, compliance mechanisms, and modern technical solutions.

Solution:
Centennial architected and deployed a secure, scalable Payment Integrity Platform powered by advanced analytics and automation:
- Applied Human-Centered Design (HCD) principles to create intuitive user experiences for diverse stakeholders.
- Integrated with 4 internal systems (Financial Management Support System, Grants Management Platform, Loans Management Platform, and internal data hubs) and 3 external systems (SAM.gov, Payment.gov, Federal Audit Clearing House).
- Leveraged a cloud-native stack with SAS for advanced analytics, AWS for scalability, ServiceNow for workflow and case management, and Python/Node.js for custom integrations and data pipelines.
- Ensured compliance through MOUs, Interface Control Documents (ICDs), and Inter-Agency Agreements (IAAS) to govem secure data sharing and system interoperability.
- Designed the platform to manage high-volume data flows across structured and unstructured repositories with real-time processing capabilities.
