Centennial has played a pivotal role in establishing a centralized Program Management Office (PMO) as a Service to support the agency’s Office of the Chief Information Officer (OCIO) mission to modernize its business and IT portfolio. Our comprehensive support included establishing a Project and Program Management (PPM) portfolio, developing and implementing consistent processes for demand intake, investment planning, and project management, and automating PPM processes to drive internal transformation.
Challenges:
The federal agency’s OCIO faced challenges in modernizing its financial and customer experience segment, necessitating innovative solutions to enhance efficiency and effectiveness. The OCIO needed to unite disparate sources, modernize and consolidate systems, and implement digital and automated solutions. Collaboration between the Office of the Chief Financial Officer (OCFO), Office of Chief Customer Experience Officer (OCXO), and OCIO was crucial in identifying areas for improvement and crafting an IT modernization roadmap. The effort required a thorough assessment to evaluate what teams could pilot a continuous delivery-like model, align technology to help teams succeed, and restructure teams based on roles.
Solutions:
Centennial, in partnership with the OCIO, OCXO, and OCFO, developed an agile PMO Center of Excellence (CoE) to drive the growth of technology adoption, set practice standards, and support business and functional units to meet their needs. Centennial developed a CoE operating model to deliver on the agency’s vision for adopting and implementing intelligent automation and cognitive capabilities, created a governance framework tailored for Agile and SAFe methodologies, and facilitated release planning and operational improvement activities. We also standardized sprint cycles, consolidated reporting methods, and managed detailed roadmaps for development and implementation efforts. Additionally, we marketed the PMO across the enterprise to increase awareness, defined and executed change management activities, explored and assessed new use cases, and identified leadership and staff eager to embrace and adopt new technologies like Robotic Process Automation (RPA) and Artificial Intelligence (AI)-enabled cognitive capabilities. We introduced the PMO CoE and how it can help the business identify, explore, and qualify use cases. This pipeline of new opportunities and use cases ensured the CoE could be maintained with continuous growth.
Results:
Over the past four years, Centennial has conducted thorough assessments, gap analyses, and recommended enhancements across 44 portfolios, processes, and sub-processes, enabling the prioritization of projects and programs crucial for modernization. Our efforts have significantly enhanced customer engagement, streamlined business processes, and instituted a robust PMO governance structure. Through diligent analysis and process improvement initiatives, we facilitated a better understanding of requirements amongst the key stakeholders, improved data collection practices, and overhauled critical business processes. - Developed a PMO CoE charter and designed the framework to support over 200 major programs.
- Established a robust PMO structure and Governance, Risk, and Compliance (GRC) framework to support programs ranging from $20M to $256B. This involved collaboration across internal departments such as OCIO, OCFO, Office of Chief Risk Officer (OCRO), Grant Management Offices, Budget Management Office, Customer Experience Office (CXO), and vendors. This reduced redundancies by 18% and enhanced the speed and quality of IT service delivery by 48%.
- Defined the 38 standard services and offerings the PMO CoE provides to projects and project managers (e.g., project governance, methodology guidance, training, resource management, and portfolio management).
- Streamlined Agile/SAFe structures for 110+ programs, resulting in over 34% Year over Year (YoY) savings.
- Promoted awareness of PMO CoE services and best practices through regular communication channels, thereby improving the adoption by 40%.
